VANCOUVER GREEN BUILDINGS POLICY FOR REZONING
All buildings granted rezoning permits must meet requirements for either Near Zero Emissions Buildings or Low Emissions Green Buildings, outlined in the policy and including multiple options for Near Zero Emissions building standards and certifications, use of low-emitting materials, energy system sub-metering and reporting, and more.
KEY TAKEAWAYS:
To meet the Near Zero Emissions Building requirements, a project must:
- Meet Passive House requirements and apply for certification, or apply to an alternate near zero emissions building standard, such as the International Living Future Institute’s Zero Energy Building Certification, as deemed suitable by the Director of Sustainability
- Meet the requirements for Energy System Sub-Metering and Reporting set forth in the policy
- Be designed to minimize emissions from interior materials containing volatile organic compounds (VOCs) or added urea formaldehyde
To meet the Low Emissions Green Building requirements, a project must:
- Be designed to achieve LEED Gold certification (unless it is a residential building)
- Meet or exceed performance limits according to their building type modelled according to the City of Vancouver Energy Modelling Guidelines
- Complete an enhanced commissioning process
- Test and report whole-building airtightness
- Calculate and report the life-cycle equivalent annual carbon dioxide emissions of each building from embodied carbon and refrigerants
- Meet requirements for indoor ventilation, low-emitting interior materials, rainwater management and green infrastructure

Achieving Zero
Reaching a 50-65% carbon emissions reduction in the built environment by 2030, and zero emissions by 2040, is critical if we are to successfully manage climate change. Achieving Zero is a framework and set of tools to help city and sub-national governments (state, provincial, and regional) meet this target.
