STATSBYGG REQUIREMENTS
Statsbygg (Norwegian Directorate of Public Construction and Property) has a mandatory carbon cap that requires Statsbygg projects (all Norwegian government properties) to demonstrate a 30% carbon reduction (including embodied and operational carbon as well as biogenic carbon and emissions from transport, land use and land change) against a baseline of the current Norwegian average, verified by an external expert.
KEY TAKEAWAYS:
- Norway’s carbon accounting methodology – NS 3720 – is one of the world’s most comprehensive: it covers cradle-to-grave impacts for materials, transport, construction processes, operating energy, user and operational transport, and also contains biogenic emissions and emissions from land use and land change (LULUC carbon).
- The baseline against which carbon reduction is measured is market average, which already captures 98% renewable energy, wood as the major market share material, and a rapidly electrifying transport sector
- Stastsbygg contracts with OneClickLCA to define the baseline reference building and quantify embodied carbon reduction requirements
- Construction firms must prove the carbon target is met by reporting actual quantities and actual products used
- Firms must deliver EPDs for high impact materials that meet carbon thresholds
- Carbon limits always apply to concrete, steel, gypsum, and insulation
Achieving Zero
Reaching a 50-65% carbon emissions reduction in the built environment by 2030, and zero emissions by 2040, is critical if we are to successfully manage climate change. Achieving Zero is a framework and set of tools to help city and sub-national governments (state, provincial, and regional) meet this target.
